Early Education Entitlement (EEE) Funding Information and Policy
(Birmingham City Council Funded Places)
Park Road Nursery offers funded Early Education Entitlement (EEE) places in accordance with the requirements set by Birmingham City Council and the guidance issued by the Department for Education. This policy outlines how funded childcare places are allocated, how funding is applied and what charges may apply for any additional services.
Our aim at Park Road Nursery is to ensure families have clear, transparent information and fair access to funded early education places for their children.
Types of Funded Places Available at Park Road Nursery
Universal Entitlement (3 & 4 Year Old Funding)
- Children are entitled to 15 hours of funded early education per week
- Funding is available for all 3 and 4 year olds, beginning from the term after the child turns 3
- The entitlement covers up to 38 weeks per year during term time
Working Parent Entitlement (Up to 30 Hours Funding)
- Eligible working parents may access up to 30 hours of funded childcare per week
- Available for children aged 2 to 4 years, depending on eligibility
- Parents must meet the eligibility criteria and apply via the government childcare service
- A valid eligibility code must be provided to Park Road Nursery before the funding period begins
Funded Places for Eligible 2 Year Olds
- Some families may qualify for 15 hours of funded childcare per week for their 2-year-old
- Funding begins from the term following the child’s second birthday
- Parents must meet the eligibility criteria and apply through the government childcare service
- Eligibility may include families receiving certain benefits or meeting other local authority requirements
Early Years Pupil Premium (EYPP)
- Early Years Pupil Premium (EYPP) is additional government funding provided for Early Years settling to support children from disadvantaged backgrounds
- It is available for eligible children aged 2 to 4 years who are accessing their funded early education entitlement
- Families must meet the eligibility criteria, which may include receiving certain benefits or if the child is in care or previously looked after
- EYPP funding is used to enhance the quality of teaching and learning through targeted interventions, staff training or additional resources
- This funding cannot be used to subsidise childcare fees or general Nursery running costs
- The purpose of EYPP is to help close the attainment gap by supporting and improving children’s learning, development and school readiness

How to access funded hours
Parents must:
- Complete a Parent Declaration Form at the start of each term
- Provide proof of their child’s date of birth
- Provide a valid eligibility code where required (15 hours, 30 hours/working parent entitlement, or EYPP)
- Inform Park Road Nursery if funded hours are shared with another childcare provider
- Notify the Nursery of any changes in family circumstances that may affect funding eligibility
Park Road Nursery claims all funded hours directly from Birmingham City Council on behalf of families
Charges and Additional Services
Funded hours cover early education and care only. The Nursery setting does not charge for the funded entitlement itself. However, optional charges may apply for:
- Snacks – £1 per week
- Optional extras, such as trips, special events or enrichment activities
Parents will be informed of all optional charges in advance.
Attendance
Parents/carers must inform Park Road Nursery if their child is absent and provide the reason for the absence, in accordance with our Safeguarding and Attendance Policy. We expect children to attend their allocated sessions regularly to ensure continuity of learning and to maintain their funded place.
If a child is absent for an extended period without explanation, Park Road Nursery may be required to notify Birmingham City Council. Ongoing or unexplained non-attendance may impact a child’s eligibility to continue receiving funded hours.
Parents/carers must give at least four weeks’ notice if they wish to:
- Change their child’s sessions
- Reduce funded hours
- Withdraw their child from the Nursery
Please note that changes can normally only be made the beginning of a new funding period unless otherwise agreed with the Nursery.
Funding is allocated based on termly headcount dates set by Birmingham City Council. Parents/carers are responsible for ensuring that any required eligibility codes remain valid. If a code becomes invalid, funded hours may cease after the government’s grace period.
Park Road Nursery will collect and share the information required for funding purposes with Birmingham City Council and the Department for Education. All data is handled in accordance with UK data protection legislation and the principles of the UK General Data Protection Regulation (UK GDPR).
Complaints Procedure
At Park Road Nursery, we aim to resolve any concerns, promptly, fairly and with transparency. We follow the Springfield Project’s Complaints Policy, which is available for parents/carers to view upon request.
If parents/carers feel that their child has not received their Early Education Entitlement (EEE) correctly, they should first raise their concern with the Nursery management team. We will review the concern and aim to resolve the matter as quickly as possible. All concerns will be investigated in line with our Nursery complaints procedure and a response will be provided.
If parents/carers remain dissatisfied with the outcome or believe the issue has not been appropriately resolved, they may contact the Early Education Entitlement (EEE) Team at Birmingham City Council for further advice and support.
